It means you didn't read the general submission guidelines first. The guidelines are here to help you. Only about 10% of writers follow them. Right now, I receive a manageable number of submissions, so I read every story. At some point, as submissions increase I'll have to add the ominous "manuscripts that don't follow guidelines will receive a form rejection."
If you fire off an email to tell me you can't access the project pages or find the password, you're really sending me this message:
Dear editor of Green Gecko Publishing,
I didn't read your guidelines. I might have skimmed them or I might not have. Anyway, won't you just tell me how to submit so I can send you my manuscript in whatever format I feel like?
To which I will say something like:
The pages have been password protected. If you read the general submission guidelines you'll know what the password is.
Every so often I'll change the password and its location within the general guidelines. I know you guys submit to a lot of different publications so it never hurts to check your memory of the guidelines.
